Appropriate infrastructure is a condition for the EU-wide development of hydrogen, but the specific infrastructure needs will depend on the patterns of development both in terms of production and use.

Hydrogen demand will largely be met by localised production in an initial phase, for example in industrial clusters or for hydrogen production for refuelling stations. However, local networks and more extensive transport options will be required for further development.
