碳市场。安迅思分析认为,此举为外资机构进入深圳
碳市场扫平了障碍,也为中国碳市场未来的投资政策指明了方向。

试点首个外资机构投资者。本周三,VG集团的首席执行官兼董事会主席RastislavVasilisin先生连同公司的运营总监兼合伙人Jan Fousek先生接受了安迅思的专访。
从欧洲到中国
作为一家在欧洲拥有大量经验的能源和碳市场交易商,VG此次将业务拓展到中国可以说是一种必然。然而中国市场对VG这样的境外投资者而言也存在着全新的挑战。
安迅思:Vasilisin先生您好,可否请您简单介绍一下VirtuseGroup?
Rastislav:VG公司是一家国际性的能源公司,在全球12个国家开展相关业务。目前是EUETS中最大的交易者之一同时也是中东欧地区最大的能源交易商。此外,VG也越来越多地涉足电力输配、资产管理以及发电等领域。
安迅思:VG在全球碳交易市场中的总体策略如何?
Rastislav:在VG成为EUETS市场中五家最主要的交易商后,扩展公司业务的方向就指向了欧洲以外的地区。中国作为全球第二大的碳市场自然成为了VG开展业务下一个目的地。当然我们也会关注其他的市场,但是2014年我们的业务重点毫无疑问会集中在中国碳市场。
安迅思:从欧洲到中国,碳交易业务的地域性扩张对VG来说意味着什么?
Rastislav:我们先后拜访了绝大多数中国开展碳交易的省份,之后我们意识到VG可以为中国碳市场内的碳交易以及碳咨询市场中创造可观的价值。
另一方面,我们也意识到中国市场中存在着大量的挑战,因此我们会尊重当地的市场规律并发挥自己自身优势——这其中包括创建一支有经验、有能力的本土团队。今年我们就会在深圳开展相关的工作并希望今后逐步拓展开来。
此外,我们也很欣赏深圳试点对于VG这样来自欧洲的投资者所采取的开放与包容的态度,同时我们也乐于把我们在碳市场中所积累的经验与深圳试点的参与者们分享。
新市场,新策略
深圳试点作为全国七个试点中改革的先行者,对境外投资者有着独特的吸引力。但面对新兴市场,特别是将于2016年到来的全国性碳市场,VG也将制定不同于欧洲市场的全新策略。
安迅思:VG如何去解读中国现阶段的七个碳交易试点?而深圳试点为何在七个试点中显得如此特别呢?
Jan:在我们拜访了绝大多数中国开展碳交易试点的省市之后,我们认为它们在技术层面和组织架构层面的准备十分充分。目前尚比较缺乏的是市场流动性。深圳试点作为七个试点中在改革和创新方面走在前端的一员,对于外资机构投资者而言有着巨大的吸引力。
安迅思:VG对于在深圳试点中的运营是否设立了明确的目标?目标是什么?是否可以分享一下实现目标的总体计划呢?
Jan:我们的总体目标是要帮助增加深圳试点中市场交易的流动性,这也是VG在碳交易方面的专长所在。与此同时,我们也很乐意通过其他方面来实现这个目标,包括通过我们的咨询服务为市场参与者提供帮助等等。
安迅思:对于即将于2016年试行的全国性碳市场,VG有何期待?作为一家外资的机构投资者,VG又会为此作何准备呢?
Jan:VG很乐于见到全国性的碳市场在中国开展。为此,在2016年前我们希望VG可以成为中国境内最大的外资碳市场投资以及咨询机构。我们也相信VG所拥有的专业性以及在金融和法律方面的强大能力会帮助公司实现这样的目标。
Virtuse Group signed the first agreement in intent for foreign institutional investor in China carbon market

On 8 August, State Administration of Foreign Exchange (SAFE) permitted foreign investors to participate in Shenzhen Emission Trading Scheme (ETS) , which made Shenzhen carbon market the first one open to foreign investors in China carbon market. This means that obstacle for foreign institutional investors to participate in Shenzhen carbon market has been removed and it points out China’s investment policies of carbon market in the future.
Virtuse Group (VG) , an honored energy and emission allowance trader in European carbon market, became the first foreign institutional investor of Shenzhen ETS. On Wednesday, Rastislav Vasilisin, CEO and Chairman of the Board, together with Jan Fousek, managing director and partner of Viruse Group accepted the interview of ICIS.
From Europe to China
As an experienced trader in European carbon and energy market,VG’s expansion from Europe to China seems inevitable while challenges are expected along the way.
ICIS: Could you please briefly introduce Virtuse Group ?
Rastislav: Virtuse Group is international energy company with a presence in over 12 countries. It is one of the largest carbon trader in EUETS, and one of the largest power trader in Central and Eastern Europe. VG is increasingly involved in power distribution, asset management and generation.
ICIS: What is the strategy of Virtuse Group regarding carbon trading globally?
Rastislav: Since VG enjoys its established position among 5 major traders in EU ETS, the only room for expansion is outside of EU. China ETS, as already the second largest ETS in the world is a natural step for the company of our size and expertise. We are also investigating other potential ETS aroundthe world. However, China is our number one priority in 2014.
ICIS: What does it mean for Virtuse Group to expand its carbon business from EU to China?
Rastislav: We had an opportunity to visit most of the provinces in China that participate in ETS. It was a successful road show after which we realised that we can add a great deal of the value to China in the area of carbon trading and advisory services. However, we perceive the Chinese marketas a challenge and we will approach it with a great deal of respect. As it isin every country where is VG presented, we will appoint the highly trained team of local experts, starting in Shenzhen this year. We appreciate the openness of Shenzhen ETS towards us as a European company and we look forward to share our knowledge of emission markets at this modern carbon exchange.
New market, new strategy
As the pioneer of reform among the seven pilot ETS in China,Shenzhen carbon market is naturally attractive to foreign institutional investors. On the other hand, new strategy is necessary for such emerging markets, especially considering the national carbon market to be launched in 2016.
ICIS: What does Virtuse Group think about the pilot ETS in China and what makes Shenzhen ETS special among the seven of them?
Jan: After our personal visits at the most of the ETSs in China wecan conclude that technically and organizationally they are all prepared. What is lacking is market liquidity. Shenzhen ETS is especially attractive as anentry point for all the foreign entities, and also we believe it is the most advanced of all the 7 pilot provinces.
ICIS: Does Virtuse Group have a goal for its operation in Shenzhen ETS? What could it be? Do you mind sharing any plans to achieve it?
Jan: Our main goal in Shenzhen ETS is to provide the trading liquidity. That is where our expertise lies mostly. However, we are ready toshare our 9 year experience with carbon market participants through our advisory services.
ICIS: Regarding the forth-coming national ETS of China (probably launched in 2016), what does Virtuse Group expect and what preparation is needed before 2016, especially as a foreign institutional investor in China?
Jan: We aspire to become the largest foreign owned emission trading and advisory company by 2016. We have all the professional, financial and legal capabilities to achieve this goal.
